The Italian term "traduttore traditore" that appears in section 36 means, literally, "translator traitor". I am not sure whether the Italian is normally taken to mean that every act of translation is, to some extent, an act of treason, or whether it is simply a caution against particularly bad translations.

A "fata Morgana" is a special kind of mirage, where a mirage image of an object appears directly above the real image of that same object, sometimes inverted. ‘It is not always indispensable,’ said I; ‘there is an orator in my town, a hunchback and watchmaker, without it, who not only leads the people, but the mayor too; perhaps he has a succedaneum in his hunch..."
A 'paunch' is a protruding stomach. 'Succedaneum' means 'substitute'. The narrator is suggesting that, for an orator, have a hunch may be just as good as having a protruding stomach.
It would not be until the passing of the Roman Catholic Relief Act in 1829 (https://en.wikipedia.org/wiki/Roman_Catholic_Relief_Act_1829) that Roman Catholics would be permitted to take a seat in the United Kingdom House of Commons. This would be five years after Byron's death.
