I was wondering if I can make a book suggestion, and also help read it?

In general, yes. The catch is that someone has to decide to coordinate the book as a group project. (Not all suggestions become projects, and sometimes suggestions turn into solo projects rather than group ones.)

And it can take a while for a suggestion to become a project. Take a look at the Book Suggestions forum: all those were suggested by someone. Many have been adopted as projects (and those suggestions were then removed), but many are still there, dating back years.
