Hello!
A few things are wrong here... First, I see that you are using '192 kB' rather than '128 kB constant' which we use here on Librivox. You can change the number of kB when exporting and it's in a dropdown box.
Your volume is at 81 dB. We like to see it in between 86-92. Please raise it by going to your toolbar in Audacity, Effects>Amplify and then move the slider so that you amplify by at least 5 dB.
It seems like your background is a little bit loud... You can fix this by selecting a sample piece of background noise, then go to your toolbar, Effect>Noise Reduction. And click get noise profile. After this, select your entire audio and go back to noise reduction and reduce. Here is a very useful video on this. And if you don't know where to move the sliders here is a video on that too.
After these are fixed, you'll be good to go.

You've got everything right, except for the volume, it has been amplified a little too much. I find it the whole amplification process a little confusing. Checker is the app that I use to check all of the technical specs. It is very helpful. The volume is 98 dB. In the amplification section, rather than moving the slider up, move it down by at least 6 db.
