1 minute test won't upload

When I try to upload my test to librivox, I keep getting an error message saying my mp3 recording is not allowed. Why?

Your audio is in the wrong format. I pulled it down from dropbox and Checker doesn't recognize it as an mp3 file. I can open it in TwistedWave but not Audacity. There is something wrong with the file.
