I am so sorry, I have tried to fix the bit rate by setting the export to 128 constant for the export but even though it says it is exporting at 128 when I try putting it through the Checker it still says it is the wrong rate. Not sure what is going on on my end! Has this problem ever come up? I will try to get some tech help
Are you using Audacity? If yes, maybe double check to make sure the Channel Mode is also set to Mono? I use a Mac, so the prompt I see is Force Export to mono (which is a checkbox). If using Windows I'd imagine it'd be something similar.

No need to apologize. Usually resaving with the corrected setting works. I am not tech savy. You could PM sjmarky, he knows alot!

Hi Jessica, I just downloaded it and it worked for me to export as a 128 kbps. So I will just upload it to the forum and you don't have to bother with this. So Section 11 is now PL ok.

Hi Claire- Thank you for that tip. I exported the file as an Mp3 at 128, constant rate and as you advised checked the box for Force Export to Mono and. then ran file through the Checker. It said the bit rate was fine but that the volume was no longer in the desired range of 89 +. I used Gain Normalizer on the same file to up the volume, then ran it through the Checker and it failed because the bit rate was wrong again!! Does using the Gain Normalizer to fix volume affect the bit rate??? I may have to start all over again and record at a higher volume, and export again. Sorry about all this!!!

Not sure if you saw Christine's note a few posts up, but she was able to successfully upload your clip at 128kb, so there's not real hurry to get that file fixed. But, I can certainly understand how frustrating it might be!

Perhaps try using the Amplify feature instead of the normalizer feature? I've not used the normalizer myself, but I've not had any issues with bit rate if I have to increase or decrease volumes and used Amplify. Highlight your entire track, then go to Effect > Volume and Compression > Amplify? If using Windows, I'd imagine the path might be someone similar to that of a Mac.

If all else fails, definitely reach out to sjmarky like Christine recommended. They are amazing with technical things, while many of us just bumble along.
