Yea, I'm wondering if it'd be able to be acquired through an inter-library loan. I've gotten some pretty rare books that way.

I can't say I'm very surprised. It seems like a very rare book, one of those you'd have to go to one of a handful of places that have it their rare book sections and scan in there.
