Hello everyone,
I just downloaded the new version of Audacity and when tryng to save my projects I don't find the 128kb that we use for Librivox recordings. The lowest kbps is 145-185. Is it OK to use this quality instead of the 128kb?

No, that won't work.

My guess is that you currently have Variable selected as the Bit Rate Mode. Select Constant instead, and then check the drop-down again. You should see it then.
