You should review the copyright regs for the country in which you are located (note I'm not a lawyer). Like the U.S., Canadian copyright rules are different than in the UK, IIRC. You must abide by the regulations of your country to access (note I didn't limit this to download) works that are copyright protected or PD in your country.

So, for example, I'm in the U.S. I cannot legally access a book on a Canadian site (for download, or just to read on-line) if the book's copyright date is later than 1925 (not PD in U.S., with some exceptions), even if the author has been dead for more than 50 years (PD in Canada), as I understand the U.S. regs under which I am governed.

So is it illegal to download the book here, but not to record it? Or are both illegal? The text I was going to use was from a public domain archive in Canada, where it's all PD, so no download is required.
It's illegal to download the book, and it's illegal to record it. Both actions make a copy of it.

Where the server or text is located doesn't matter. Where YOU are located, matters. If someone in the UK downloads or records a book that isn't PD in the UK, they've made an illegal copy of it.

If a Brit takes a holiday to Canada, they can download the text, listen to the audiobook, and/or record the book while they're here. However, they'd be breaking the law to bring that copy back into the UK with them.

*Caveat: I'm not a lawyer, either, but this is how I understand copyright law to work.*

P. G. Wodehouse (Carry On Jeeves) is British and died in 1975, so am I right in thinking that British readers could not do this one?

You are correct. Wodehouse is only PD in the USA; he's still under copyright everywhere else in the world.

(If you're a Brit but happen to be in the US, you could do it while you're there. If you're an American who happens to be in the UK, you could not do it.)

No, I don't know. But any work published in 1925 is now PD in the USA as of January 1, 2021. :)
