I'm not sure who to talk to on this one, but it looks like the file is cut off at the end. It seems to end abruptly and doesn't contain PG's usual endmatter.

I think the easiest way is to contact Gutenberg.org with an errata report; here's instructions https://gutenberg.org/help/errata.html

It's early enough that I'll contact the PPer and WWer.

Checking against the scans, it looks like the only thing missing is the Project Gutenberg license at the end.
