I want to do 3 short stories written by Mark Twain about a family named McWilliams. I found 2 of the 3 stories on Gutenberg. The 3rd story is part of a book called “The American Claimant, and other stories and sketches ([c1917])”. Gutenberg has an “American Claimant” but it does not contain the story.
Normally this is where I would give up and move on, but the book in question is listed as public domain and is downloadable at Archive.org:

Is this source okay for LV, or should I work on getting Gutenberg to add the book to their catalog?

Yep. The Archive scan is from a 1917 edition, so it's good.
Archive PD works should probably always be double checked since the "public domain" marker is self-declared by the person who uploads (no one double checks, I'm pretty sure) and things marked "public domain" aren't always PD under US law (or perhaps at all).
