I reviewed your test sample, and while it sounds good there are some technical changes needed. LibriVox requires audio that is 128kbps constant bit rate MP3, 44.1kHz sample rate, mono, and between 86dB and 92dB, preferably 89-90. Your test audio is 115kbps variable bit rate.
When exporting your MP3 from Audacity, go to File>Export Audio. In the pop-up menu select:
Format: MP3 Files
Channels: Mono.
Sample Rate: 44100
Bit Rate Mode: Constant.
Quality: 128kbps.
These selections will be saved for future exports.

I think my file meets all of the other technical requirements you mentioned, but I'm not certain about the 89-90 dB level. Within Audacity (Effect, Volume and Compression, Loudness Normalization) I changed the perceived loudness to -19.0 LUFS. According to a YouTube video I watched, this should get the audio very close to 89dB but I'm not sure because I don't know how to measure dB within Audacity.
If my dB still needs to be adjusted, can you provide information on how to reach the proper dB levels within Audacity settings? How do you check the final dB level of an audio file?

The loudness scale used by Checker and MP3Gain is confusing, since nothing else uses it, including Audacity.
Anyway, your audio meets LibriVox requirements, so you are good to go.
