bitrate is not 128 constant and mono.

The clipping is noticeable but I'm of a mixed opinion about whether anything should be done. I'm hoping the cause will be found and fixed.

Almost finished. The file is now at the correct bitrate (128 constant) but it is in stereo not the required mono.
