(1) I recommend noise reduction. In your case, I'd use the 2 seconds of silence at the start for your Noise Profile, since the end silence is pretty clean. If you haven't done this before, here are instructions. (They're for an earlier version of Audacity, but the principle is the same.) https://wiki.librivox.org/index.php?title=Noisecleaning_With_Pics

(2) After doing that: Please cut down the beginning silence so it's between 1/2 and 1 second.

I found instructions for noise printing and cleanup using Audition. I did that and trimmed the silence at the beginning. Re-uploaded.
