Oh, sure - pick the one where volumes 2-6 have separate PDFs for each chapter.
Sounds pretty unanimous. I'll work on organizing this boatload of PDFs and get the thing started in the next couple weeks.
EDIT: Oh, wait! It looks like volumes 2-6 are all appendices - supporting documents, transcripts of hearings, etc. - and thus not really part of the main report. Whew! This will be a bit easier than I thought.

The Warren Commission Report is in the can and deriving at Archive.
What about the Kerner Commission Report? https://en.wikipedia.org/wiki/Kerner_Commission
http://www.eisenhowerfoundation.org/kerner_report.php
The source scans are kinda ugly, but I haven't found it anywhere else.
Or, another one already suggested?

MaryAnnNumerous human radiation experiments have been performed in the United States, many of which were funded by various U.S. government agencies[3] such as the United States Department of Defense and the United States Atomic Energy Commission. Experiments included, but were not limited to:
feeding radioactive material to mentally disabled children[4]
exposing U.S. soldiers and prisoners to high levels of radiation[4]
irradiating the testicles of prisoners, which caused severe birth defects[4]
exhuming bodies from graveyards to test them for radiation (without the consent of the families of the deceased)[5]

Watergate is moving closer to finishing, so time to start thinking about the next report.
I was looking at Benghazi, but it seems to be really political, and perhaps too recent. (Apparently the minority/Democrat opinion of the report was that it was a political witch-hunt, and released purposely at a time to most hurt H. Clinton in her presidential run.) Perhaps it would be better to do something a little less controversial.
I've added the radiation experiments and Kerner report to the first post.

Some really interesting things here. The radiation experiments and the 21st century policing grabbed my attention. The Kerner report sounds interesting, too, but that link appears to be an old one.
EDIT: Also the commission on long term care. Sounds like something with a lot of relevance for many.

I remember that at one time we had looked for the report on the Three Mile Island nuclear power plant accident, and you had located a link to a source. But then it got deleted in that weird incident where all the posts between September and October 2016 were accidentally wiped out. I don't think the post dealing with that report link was ever re-posted. Could you find it again?

I found an html version here: http://www.pddoc.com/tmi2/kemeny/index.html but haven't verified the material with the original.

I've sectioned out the Benghazi and radiation experiments reports.
Benghazi (without appendices): 165,800 words, plus 3 sections of Minority Views which aren't OCR'd so I can't do word counts on. Total of 51 sections. Approx. 18.5 hours of finished recording.
Radiation (without appendices): 283,990 words, or approx 31.5 hours in 89 sections. Splitting it halfway would split it in the middle of "Part II - Case Studies". It'd be nice to split it between parts, but the case studies take up the bulk of the project.
21st Century policing is only 116 pages total in the PDF, so that one might be nice and short. That might be a relief after Watergate. (EDIT: 14 sections of 4-6 pages each; can't get good word counts because the OCR is weird)
Three Mile Island looks a decent size, too, and that html version is the same text as the HathiTrust text, so it would be easy to use.

Kerner Riot Report: Is this Google Book downloadable for those in the USA? https://books.google.ca/books?id=EsK5jwEACAAJ (or any version that appears to be complete - the original scan is about 435 pages)
I also found a better scan at Hathi Trust, if someone has credentials to download it and make it more available: https://babel.hathitrust.org/cgi/pt?id=mdp.39015000225410;view=1up;seq=15
