Kirk has the privilege of the final agreement, but I don't see why not. You could probably start PL'ing already. I see only one PL OK; and a couple files have no notations at all. One could either go through the thread to see if they were PL'd, or just (re)do them.

I don't understand the question. It's the BC's decision whether the footnotes are read.
Or are you questioning whether to link to Gutenberg from your Google Doc? In that case, why not just use the Gutenberg text? It looks like the direct links in the MW don't work because the links have changed. (Example: gutenberg.org/files/360/360-h/360-h.htm#2H_4_0001 has changed to gutenberg.org/files/360/360-h/360-h.htm#link2H_4_0001)
