It's possible the new computer needs different settings, although I can't say exactly how latency works. I think it's worth trying a few different values, and if nothing changes, revert back to the default. 1 second equals 1000 milliseconds, so if you're experiencing a delay of 2 seconds, for example, try values of +2000 millisecond and -2000 milliseconds, just to say that you explored that possibility, too.

I have upgraded to Audacity 3.7.1 and noticed that when editing, the 'highlight' size is a minimum of 0.25 seconds. The previous versions let you draw whatever selection size you wanted, smaller than the current 0.25-second limit. Does anyone know if this is adjustable?

I don't have 3.7.1, but look to see if there's a "Snap To" option at the bottom of the Audacity window. Turn it off.

I updated audacity last week and now my recording are not passing the checker. They do pass ACX, and waveforms look ok. But it fails in Checker. Volume is between 74 and 82. I have re-recorded it 5 times none of my settings are changed, including my gain. Any ideas of what to try next?

LV recordings can have a volume between 86 and 92 decibels, so it sounds like you'll need to go up about 10dB.
And just in case you hadn't seen this: you can switch between Checker's "Information" tab, which tells you the details of your file, and its "Validation" tab, which spells out the requirements it "failed" you on. It's not 100% accurate on what the requirements are, but it is still excellent for raising common flags.

I did check those and the information tab talked about downloading a file to fix MP3’s. Anyone ever try this?

How high is your microphone slider in the Audacity window?
Sometimes I find mine is knocked down for unknown reasons.

I wouldn't recommend doing this. If you can't get the original recording loud enough while recording (but you should be able to do that), just amplify in Audacity. Using MP3Gain is good for when you don't have access to the original recording.
