Could someone please tell me which syllable carries the stress in Manalieh?

The original sentence is:

Also, am I right in saying the German word here is 'ren - oh - MEER'?

Hi fellow LVs!

Anyone happen to have any information on the formatting of currency within a table? I've got a section on Brazil and its railroads, and I'm at a loss as to how the numbers should be read. I've attempted to look up formatting, and I can't find anything with the $ in the middle of the number nor the use of the colon (except maybe a ratio?). I assume the currency should be read as Brazilian Real, but other than that I'm not sure. Here's an example (in bold):

(all of this data is within one column) 2,523:796$781

Should this read as 2,523 compared to 781 thousand 796?

Or 2 billion, 523 million, 796 thousand 781?

The text really doesn't give much context either except that it's the receipts and expenses. 2 billion seems like a super high number for back in those days, but I suppose it's possible...

If this would be better in a different thread, I'm happy to delete and post elsewhere, but thought I would try my luck here.
