File > Export > Export as MP3
or
Ctrl-Shift-E, then select MP3 as the file type.
Under Format Options, make sure the Bit Rate Mode is Constant, and choose Quality of 128 kbps.
If you have two tracks in your file (it's in stereo), check the "Force to mono" box.

Mine shows in the Audacity window, at the top left, just below the little Audacity logo and the word "Audacity" in the header.
But then, I can't remember if I changed the view settings to show that menu bar when I set it up.

My Audacity looks exactly like that except for the top of my screen stops with the play, pause, record, etc buttons. How do you change the view settings?

I don't know!
I'm even checking the Audacity manual online, and it implies that the menu is always there, that there's no way to hide it. So why it isn't showing up for you, I have no idea!
What operating system do you use? (Windows, Mac, Linux?)
You might want to sign up for the Audacity forum and ask over there. This might be above our pay grade. Example: Here's a post over there about a missing menu bar in Mac: https://forum.audacityteam.org/t/entire-menu-bar-is-missing/65532/2 but I don't see one for Windows.

I use Linux and I have it set to show the menu bar of any application in the top status bar of the monitor instead of the app's window.
I don't know if this option is possible in Windows or Mac OS but offer it as an alternative place to look.
