Unfortunately that PDF is under a creative commons license. I've looked for the original Argosy version before and wasn't able to find it. Having said that, there are a few unrecorded Francis Stevens works out there:

Sunfire (1923) [~29,000 word count]
Five explorers travel by canoe to the headwaters of the Rio Silencioso, to a hidden lake with an ancient pyramid. There they are seduced and trapped, and are fated to become human sacrifices to an ancient god.

PGA has texts that are to the best of his knowledge PD in Australia - there are no claims the texts are PD in the USA.
They may well be (or not be). I have asked the person running the site and that is his answer, not me being difficult again. :D
