dB levels

Is the dB level a measurement of how loud an audio recording is, or is it an actual setting on the sound file? For example, if I move closer to/farther from my microphone and/or talk at a different volume, will it affect the dB level? Or if I use the same recording setup, with the same settings each time, will it create a file with the same dB level?

put simply - it is a measure of loudness, so if you don't have your phone the same direction and distance from your mouth and speak at the same loudness you will change what the phone hears.
