A friend who has lived in Italy with an Italian husband, when I mentioned this book, thought of Cavour only as somebody who'd been opposed to Garibaldi! This chapter shows what a wise bird Cavour was with his distrust of even a temporary dictatorship.
Interesting that he saw that Prussia, "Germany", wanted to be a great naval power to rival Britain. I was reading recently of the vast resources that were diverted to that purpose and that, submarines excepted, the venture was ultimately a pointless one for a country whose coastline was primarily Baltic.

Yes, this book is full of surprises. Bismarck played a big role in Italian unity after Cavour’s death.
That whole naval arms race between Germany and Britain was totally pointless. What a sterile activity!
