I haven't read the story yet (want to be surprised by the reader) but I am guessing the person first wanted to have romance and maybe wait for the other person to be as romantic as well. But it would be stupid to wait too long for that to happen and in the end they may lose each other because of that, so this would be folly to wait just to get the romance they want. Does this make sense in the context ?"it would be carrying the romance the length of folly..."
it means: try to meet the person by any means...so maybe find out where that person is going in the evening and then by coincidence also show up there, just so that they can meet each other again and talk.
