I'm having a little more difficulty with Section 11! Haha! But I'm almost done!

Just 2 small edits. Some of those word finds must have indeed been a challenge.

12:23 – repeat - so we had the horizontal reduction saw fit to adopt too slight to be felt by the higher class cargoes and too little to benefit the heavy tonnage calling most loudly for relief.

19:08 repeat - I wish I could bring to you the precise recommendation for the prevention of strikes which threaten the welfare of the people and menace public safety.

Time is 36:45. I think every state of the union message I have recorded has complained about the condition of the Merchant Marine (in which my grandfather served), Wilson being just the latest. Of course, now with Europe at war, it is a real problem. I'll leave it to others to learn if anything is ever done about it.
