Not anymore. That changed quite a while ago.

All files can have 5 seconds.

EDIT: Looked it up. It was changed end of 2016/beginning of 2017: viewtopic.php?f=24&t=62943

PL note for Chapter 18:

The silence at the end of the chapter should be only five seconds long.
