To adjust the volume in Audacity, select the whole recording. Click Effect > Amplify. In the Amplification box, enter the number -3.5 dB. Verify that the file is around 89 dB using Checker.

I didn't figure out how to check my dB level in Audacity, but I think the waveform looks alright here. I have a feeling I'll need to do some of it again.

It will tell you the average volume relative to 89 dB in the Analyze mode and adjust it to 89 dB in the Normalize mode. You can also check the volume of you mp3 (and our other tech specs) using Checker:

Hmm, this is the same length as before. The PL notes were: "Could you please cut the silence at the beginning of the file so that it is less than 1 (currently 1.5 seconds), as well as the silence at the end of the file so that it is about 5 (currently 10 seconds)?" This suggests we would expect the new recording to be a few seconds shorter. Are there other changes cancelling out this change that we need to spot PL?
