Yes, it is in the public domain. Have you found the text from the original publication? Any later publication (later than 1925, inclusive) might have changes and would not be in the public domain.

I try not to be longer than a week. I like to have plenty of time to relax and enjoy the poetry, because poems are so special recordings. They convey feeling, as well as meaning, that is why I don't want to do it in a rushed proof-listening session, so as to experience them in full.
I am very grateful to our readers for these experiences that they offer to me and to the rest of our listeners.

Thank you for your recording! Indeed a rendition, worthy to be called Lovecraftian!
Since it's your first upload, I also did a check on the tech specs. Your file is in stereo, while mono is required. Do you use Audacity? It's pretty easy to fix in Audacity: open your recording in Audacity, go to menu Tracks -> Mix -> Mix stereo down to mono, and you will see the double track turn into a single one!
To set all of your future recordings to be recorded in mono, go to menu Edit -> Preferences, tab "Devices", and make sure that for "Recording Channels" it's "1 (Mono)" selected from the drop-down menu. Click OK there to save.
I would also amplify by 3-4 dB (from menu Effect -> Amplify...) because it's a bit softer than target volume (89dB, +/- 2). (I use the Checker to check files and measure volume).
Then when you export as mp3, in the Options also tick "Force export to mono", just in case it helps to keep it in mono. For filename, please use spc208_city_dc_128kb (no upper case, skip articles) and that should be it! You can then upload your new file and post the link here when you're ready.
If it's not Audacity you use, hopefully you'll know how to fix it to mono. I'm unfortunately not familiar with other recording software. If needed, you can post for help (or search for answers) in the Need Help forum: viewforum.php?f=23
