This file was saved in the wrong format. It was exported as ~97kps variable bitrate. For LibriVox you need to export as a 128 kbps constant rate mp3 file. You set this in Audacity, when you export the file. Under File - Export - Export as mp3. In the window that pops up, choose the following Format Options: Bit Rate Mode - Constant; Quality 128 kbps; Channel Mode - Force export to mono.

The volume is good, but there is a significant amount of background hiss. I would recommend you apply a little noise reduction to tone it down.
