Yes it does. But that is the way we have standardized it so that the listener knows exactly which chapter or part they are beginning. I actually just edited that intro to say "Chapter 8, The Cove of the Seven Swans" with the actual chapter name right before the start of the chapter. I forgot o change this but that is what I like to do, say the actual chapter name if there is one. Hope this answers your question; yes that is right, we say it twice. Excellent questions David. Pronunciation is your choice based on the context and how you feel that day. Let your creative spirit flow. LibriVox has a refreshingly open policy on pronouncing words. Proof listeners are instructed not to comment however something is pronounced. Unless the reader expressly asks for this.
