I skimmed it a bit and while it does have plenty of graphs and diagrams (which would/would not be read/it would depend on context?) there are surprisingly few tables (yay!) and it's mostly text that appears to have been written with an eye toward readability beyond purely government wonks. Kind of like the Starr or 9/11 reports that were expected to be of interest beyond the inner realms of the government.
Definitely an important document to consider doing at some point.
