PD warning missing from project template?

I've just launched a new project, a book by F.W. Boreham, who died in 1959. On this project and I think also the last one I BCed by him, I didn't get the little warning to volunteers outside the US, letting them know that it may not be PD for them. I think the warning did show up on previous books of his, and I know it did for various other authors. Did I do something wrong, or did anything change in the project template generator? The project is here.

I think it shows on some types of projects but not others. Or something like that. I as MC put it into the projects that I see need it.

Here's the code, to be modified as needed:
