For works that are not PD outside of the United States, must the MC, BC, and PLs be resident in the U.S.?
I'm not quite sure why these questions come to mind.

PL, yes, because they're downloading the audio files and possibly the text.
BC, yes, because they're downloading the text.
MC, only if they download the files. An MC doesn't have to download the files to catalog, so they could work with them without breaking copyright law.
