Here is the first attempt at #28. A lot of editing went into this, unrelated to the extra voice, so extra care is warranted.

1:56 missing sentence, "The fact that states organized exclusively or largely for the benefit of liberty are essentially aristocratic explains the hostile and suspicious attitude of democracies towards such a principle of political action."

There are no rules (other than read it as it is written so an English translation is a no-no). A different voice is always a bit jarring but for me only for a few seconds. Whether in print or spoken, if the reader/listener is not fluent in French they will simply mentally or literally skip this part.

What is the effect of this aristocratic organization upon the efficiently and fertility of the English political system? Has it contributed in the past to such efficiency? Does it still contribute? And if so, how far?
