I am so glad I don't have to read these numbers in German, because I couldn't.

Section 2 is ready:

51:26

Note: around 8:51 there is a word that looks like "east" in the text but I believe it should have been "cast" given the context (voting), so I read it that way. If there is disagreement I can change it.

I hear 1844

15:59 - It has been the aim of this negotiation to open such a favored reciprocal exchange of productions carried under the flag of either country as to make the intercourse between Cuba and Puerto Rico and ourselves scarcely less intimate than the commercial movement between our domestic ports, and to insure a removal of the burdens on shipping in the Spanish Indies, of which in the past our shipowners and shipmasters have so often had cause to complain.
I hear ship powers

31:03 The Secretary estimates the total receipts for the fiscal year which will end June 30, 1885, at $330,000,000 and the total expenditures at $290,620,201.16, in which sum are included the interest on the debt and the amount payable to the sinking fund.
I hear $333,000,000
Normally it wouldn’t be a problem but he calculates on the next line.

Awesome job rallying your energy to show interest in this ridiculously long list of numbers. Bravo!

Nailed it! PL OK. I found this one interesting. It's been a number of years since we've heard about making improvements and how Indian relations were going.

Colleen,
President Arthur certainly did like numbers! Nice work with it.

There is one typographical error. Would you mind making the change?

22:44 - Of loan of July and August, 1861, continued at 3 1/2 per cent - 20,594,600.00
Of funded loan of 1907 - 1,418,850.00

I went to the prior year to compare the lists and I believe this should be 1863

I thought that was super-weird, I even went back and checked it against the Gutenberg text directly (I had copied it into a text file for easier reading) to make sure it was 1907! I figured it was some kind of 40-year loan that was taken out in 1867....

I will make the change, but I'm about to leave my quiet dogsitting gig and head back to my noisy house, and then to Florida for the rest of the week on a family visit, so it might not be until I get back next week and have another dogsit around the 13th or 14th!

I'll take section 6 "Chester A. Arthur, December 6, 1881" and section 7 "Chester A. Arthur, December 4, 1882" if you would like me to.

I think I'm getting the hang of this.
I certainly agree. There again I would have agreed 7 or 8 projects ago. :D

31:22 - The system has fully answered the expectations of its friends in securing competent and faithful public servants and in protecting the appointing officers of the Government from the pressure of personal importunity and from the labor of examining the claims and pretensions of rival candidates for public employment.

The bit on section 8 should be fixed now...I realized I didn't need quiet, I was able to cut/paste "1863" from another line in the list!

Colleen,
Great thought!

The correction didn't save however. 1907 is still there.
