That certainly didn’t happen.By steadiness in our present course there is no reason why in a few short years the national tax gatherer may not disappear from the door of the citizen almost entirely.

Section 6 - read through "In further connection with the Treasury Department I would recommend a revision and codification of the tariff laws and the opening of more mints for coining money, with authority to coin for such nations as may apply"
Section 7 - beginning at "WAR DEPARTMENT"
Which brings me to the question:
Do I read those CAPITAL section headings? I think I should, but I'm not convinced.
