A couple of notes:
- It seems that the number is 53 000.
People outisde the United states seem to be blocked for items from after 1897, for reasons of not wanting the deal with the different regional laws. However, with the bibliographic information it provides, you can then find many of these things somewhere else. (Google Books, Internet Archive, Porject Gutenberg).

I don't think so. I am in Europe and it works for me, I can open publications from 1923 full texts. At least all those I tried...Timothy Ferguson wrote: ↑January 3rd, 2019, 7:50 am

EDIT: nope, have to correct myself. Just after writing the previous sentence I hit upon some I can not open. So the blocking is at least partly there.
Keep your mind here and now, where it belongs.

On a related note, there are a bunch of popular 1923 books posted here, with direct links to Archive/HathiTrust/Gutenberg texts: https://motherboard.vice.com/en_us/article/qvq99b/how-to-download-the-books-that-just-entered-the-public-domain
