question - I see in the magic window that it says to see PL notes for section 03 - but I so see any comments addressing section 3. Is there somewhere else I should be looking?

PL notes: Tech issues
Your volume of 93.3 db is slightly high, it falls outside of the target range (86–92 dB).
The sampling rate should be 44.1 kHz (44,100 Hz).

Sorry for the delay between posting the MW and this thread, (my tech knowledge is limited)
I was using checker to better explain what you need to do to fix these tech issues.
Each issue has a "help" feature.

The reading part is fine.

Well, I thought I had it fixed... the Checker thinks I have it fixed. However when I try to upload the file, the uploader gives an error that says, "The filetype you are attempting to upload is not allowed." See Picture.

I'm not sure what to do - it plays fine on my computer, the checker thinks it's ok, why wouldn't the uploader accept it?
