The Pit Prop Syndicate by Freeman Wills Crofts (1879 - 1957).

Potential DPL's outside the USA: Freeman Crofts died in 1957. His work is still protected by copyright in places, like Europe, where copyright is author's death plus 70 years.
Seymour Merriman stops at the side of the road 26 miles outside Bordeaux, an action that will change his life forever. The events that follow lead him into mystery, smuggling, murder and love. Two amateur detectives try to unravel the mystery of changing number plates, and everything else that surrounds the pit prop syndicate, before the case is handed over to Inspector Willis of Scotland Yard. Kicking this off with Section 1 being ready for PL!

As a note, The book is divided into 2 sections (Part 1 The Amateurs and Part 2 The Professionals). I have mentioned the "Part 1" heading with chapter 1, and will mention the "Part 2" with chapter 12, but I think it's redundant to include them with each chapter.
