Yes, because it's part of the sentence. Taking it out would cause that sentence to make no sense: "As can be seen from... an exceedingly..."
If it were "As can be seen (fig. 21), an exceedingly..." then it could be removed without harm to the sentence. However, I wouldn't tell the reader to remove it if they had read it.
This is standard PL, which means you don't have to read along with the text. If you notice a variation from the text that you wouldn't notice if you weren't reading along, you don't have to mention it. (If a whole sentence or phrase is missing, that's important; but something like mentioning a figure or not isn't as important.)
