Not usually, because we cannot usually tell what edition is used on PG Australia. It could be a later, copyrighted edition that was used to make the online text. Okay, another question:
We trust that Gutenberg does extensive copyright checking for their books. Does Google Books do this as well?
Here's what I'm looking at. It was clearly published after 1923, but it says "Public domain, Google-digitized.":

Google does NO copyright checking, as far as I know.

However, the link you have above is to the Hathi Trust, which is also an online library of sorts. We do trust them, I would say they are even more diligent that gutenberg (if that's even possible).
So, if the Hathi Trust says something is PD - again: in the US ONLY! - then it's fine for us to record. It does not matter where they got the scan from (and they always have scans), they do their own copyright checking.

Although copyrighted 1923 books, whose copyrights were properly registered and renewed become PD in 2019 (barring new regulations), this particular book falls under the following Copyright exception (classified as "Rule 6" PD books at PG):
Any book from 1923-1977 which was registered or first published in the U.S. with (copyright) notice, but the copyright was not renewed, is in the PD. PG requires much more research (than for pre-1923 books) to establish to their satisfaction that such a submission is PD before they approve a clearance request.
Note: I am not a lawyer, but I have requested clearance, and submitted ebooks to PG under Rule 6. <grin>
