A Failure of Initiative: Final Report of the Select Bipartisan Committee to Investigate the Preparation for and Response to Hurricane Katrina by the United States House of Representatives.

In September 2005, the House of Representatives created the Select Bipartisan Committee to Investigate the Preparation for and Response to Hurricane Katrina. The Committee was charged with conducting "a full and complete investigation and study and to report its findings to the House not later than February 15, 2006, regarding-- (1) the development, coordination, and execution by local, State, and Federal authorities of emergency response plans and other activities in preparation for Hurricane Katrina; and (2) the local, State, and Federal government response to Hurricane Katrina."

The Committee presents the report narrative and the findings that stem from it to the U.S. House of Representatives and the American people for their consideration. Members of the Select Committee agree unanimously with the report and its findings. Other Members of Congress who participated in the Select Committee’s hearings and investigation but were not official members of the Select Committee, while concurring with a majority of the report’s findings, have presented additional views as well, which we offer herein on their behalf.

First and foremost, this report is issued with our continued thoughts and prayers for Katrina’s victims. Their families. Their friends. The loss of life, of property, of livelihoods and dreams has been enormous. And we salute all Americans who have stepped up to the plate to help in any way they can.     1. How to claim a part, and "how it all works" here To find a section to record, simply look at point 5. below at the sections. All the ones without names beside them are "up for grabs." Click "Post reply" at the top left of the screen and tell us which section you would like to read (include the section number from the left-most column in the reader list, please). Read points 6. to 8. below for what to do before, during and after your recording.

    3. Is there a deadline? We ask that you submit your recorded sections within 1-2 months of placing your claim. Please note that to be fair to the readers who have completed their sections in a timely way, if you haven't submitted your recording(s) after two months, your sections will automatically be re-opened for other readers to claim, unless you post in this thread to request an extension. Extensions will be granted at the discretion of the Book Coordinator. If you cannot do your section, for whatever reason, just let me know and it'll go back to the pool. There's no shame in this; we're all volunteers and things happen.Please do not sign up for more sections than you can complete within the two month deadline.

    5. Please claim sections (the numbers in the first column below)! If this is your first recording, please let me know under which name or pseudonym you'd like to appear in the LibriVox catalogue. We can also link to a personal website/blog.

      Set your recording software to:
      Channels: 1 (Mono)
      Bit Rate: 128 kbps
      Sample Rate: 44.1 kHz
    7. DURING recording:
      No more than 0.5 to 1 second of silence at the beginning of the recording!
      Make sure you add this to the beginning of your recording:
      START of recording (Intro)
      • "Section [number] of A Failure of Initiative. This is a LibriVox recording. All LibriVox recordings are in the public domain. For more information, or to volunteer, please visit: librivox DOT org"
      • If you wish, say: "Recording by [your name], [city, your blog, podcast, web address]"
      • Say:
        "A Failure of Initiative: Final Report of the Select Bipartisan Committee to Investigate the Preparation for and Response to Hurricane Katrina, by the United States House of Representatives. [Chapter title & part # as shown in MW]"

      END of recording
      • At the end of the section, say:

    8. AFTER recording
      Need noise-cleaning?
      Listen to your file through headphones. If you can hear some constant background noise (hiss/buzz), you may want to clean it up a bit. The new (free) version 1.3.3. of Audacity has much improved noise-cleaning. See this LibriVox wiki page for a complete guide.
      Save files as
      128 kbps MP3
      failureofinitiative_##_ushor_128kb.mp3 (all lower-case) where ## is the section number (e.g. failureofinitiative_01_ushor_128kb.mp3)
    9. Transfer of files (completed recordings) Please always post in this forum thread when you've sent a file. Also, post the length of the recording (file duration: mm:ss) together with the link.

I'll pencil you in for these. Please get your 1-minute test OK'd before starting to record these. That way you are assured your settings are OK, and you won't have to re-record if something is set wrong that can't be fixed! :shock:

How would you like to be credited in the catalog? There are places for a catalog name (some use a nickname or forum name, some their real name) and a personal web site or blog, if you have one. CLICK HERE for an example of what I'm talking about. I recommend using whatever name you say (if any) when you say, "recorded by [your name]" as that's how listeners will look for you. (Keep in mind that prospective employers, classmates, etc. can also find you using the catalog name, so be cautious if privacy might be an issue.)

Section 52 is yours. Welcome!

Ignore the footnotes. They're only citations to reports, etc., so they're not very interesting to the listener.

PL OK on section 17. They evacuated stray animals slated for euthanasia, but didn't evacuate people? Yikes!

Hi, Tricia!

I would like to stake my claim to Section 23, FEMA Preparedness, and Section 46, Shelter and Housing. BTW...do we say, "CHAPTER 23" or "SECTION 23" at the start of our recordings?
