I would like to be consistent with the way others will pronounce a couple of names. Should Yva be EYEVA or EEVA. Also should Bastin be BAST IN or the French BASTEEN. I also do not know how to pronounce obeisance. Please assist and thank you.

Thanks for your diligence. We never comment on pronunciation unless it changes the meaning. Also, it is the DPL who listens so would know if there has been a consensus on the names.
As for obeisance, it is pronounced “obey-i-sonce ” in my part of the world
