I know the attempts to do proper etiquette trickled down to the aspiring middle and upper middle classes. I remember in one of the Little House books -- I think it was Little Town on the Prairie, where Laura was a teenager, there was a "craze" among her and her friends for visiting cards to exchange with each other. So it wasn't just the aristocracy...in fact I think the real drama of it all would be on the edges of the classes where the lowest of the upper classes were trying to hold the boundaries against the wealthier but non blue-blooded newly wealthy of the industrial age and those groups making their own rules and societies in turn....
