Do I need to say, "Book 2" in recording the intro? Also, do I read the footnotes?

I would read your section like this:

"Section nine of On Christian Doctrine. This is a LibriVox recording. All LibriVox recordings are in the public domain. For more information, or to volunteer, please visit: librivox DOT org. On Christian Doctrine, by Augustine of Hippo. Translated by J. F. Shaw. Section nine. Book 2, chapter 25"

Footnotes are left at the reader's discretion. We suggest you read only the ones that are important for someone listening to the book, and that you mark them saying [footnote]... [end of footnote] before and after.
