May I have 13? And a question: The author quotes another source so, in a non-fiction piece like this, should I say "quote" and "end of quote" when I see quotation marks?

Hi Lvan. 13 is yours. For the quote, you can say quote and end quote, but in this case I don't think it's absolutely necessary since it pretty clear from the "he says" that precedes the quote that the author is quoting Mackay. I typically make a subtle change in tone while reading the quote and then leave a little pause before I pick up again after the end of the quote, but you can do it either way - go with whichever way you are more comfortable reading it. :)
