First, the mp3 format needs to be at a constant bitrate (not variable) of 128kbs.
Second, the target, average volume is 89db, plus or minus two db, and this recording falls below at 80.4db.
Fix these two things and I think you'd be set. You didn't say what system and program your using to record but most use Audacity since it is free, easy and works great (triple threat) and there is a lot of help here for that. Here is a wiki page on recording for librivox that might help:
