On the author pages of Algernon Blackwood, on the third page, "The Willows" is listed in three parts. However each part appears to link to the same file:

The Willows are indeed in three parts in the "Famous Modern Ghost Stories" (and if you click on the link in the list you get there):

The individual files link where they should, and the "download" link on the left says "whole book", so yes, the .zip file you mention is exactly what you should get from there.
