To be more explicit in the answer, you'll need to have a parent or guardian sign them up, giving written parental consent or some other method of guardian acknowledgment, that the child can be a member of the forum and record for librivox. This is in line with the COPPA (Children’s Online Privacy Protection Act) for children under 13.
