When you save as FLAC it will only show you the Level and the Bit depth, it removes the 128 option. I'm used to generating 128kb MP3s, but don't see a kb option for FLAC, only a level and 16/24 bit options.
Apologies for the question - I've not saved to FLAC before.
(Mind you, we are talking about 1-liner roles, so I suspect it doesn't matter much in this case anyway).
