I suggest we make the 2021 predictions before the close of January 2021, with a 10 per cent adjustment (up or down) possible before December 1, 2021, and with the proviso that the closest to identifying the July monthly total be the tie-breaker in the case of tie on December 31, 2021.

As an Austria, who grew up with the advantages of the heritage of Habsburg boureaucrazy, i fully endorse your efforts and want to request some additional regulations for the sake of clearness, administration powers and time needed to learn about them.
