Well, at least a good deal of them are up. Gutenberg.org is an excellent starting point for Public Domain material, but there is so much more out there to be found.
In the Mister Ron's Basement Blog (http://misterronsbasement.blogspot.com/), you will find a list of links called Research Sources for Public Domain Writing, and some of them took me years to find. It's a wealth of material, but only scratches the surface of the internet as a research tool for PD literature. Have fun!
